Civic leader Dr. Alicia Swann marks fifty years of Ministerial Government in an editorial published on 14 September 2026, arguing the anniversary and National Flag Day belong to the ancestors who built the Turks and Caicos Islands, not to any current administration, party or individual leader.
She traces the constitutional journey: the 1976 Constitution provided for a Chief Minister and ministers, and the Honourable James Alexander George Smith "JAGS" McCartney became the first Chief Minister. Local elections were abolished in 1873 and not restored until the 1959 Constitution, and the islands remain a British Overseas Territory, where British Overseas Territories citizenship, British citizenship and Turks and Caicos Islander status are legally distinct. Swann writes that sovereignty questions—citizenship, dual citizenship, land protection and immigration—need research and public education, not hostility, secrecy or political favour.
She calls for consultation involving every inhabited island, the diaspora, elders, young people, churches, businesses, experts, Parliament and the United Kingdom Government, with the people—not merely a government—deciding the political future through a clear and credible referendum after proper preparation. "Preparation does not mean declaring independence tomorrow," she writes.
